It's equipped with double-decker passenger cars and a pilot car. Contrary to popular belief, F40PHL-2 locomotives were not rebuilt from F40PHs, but from GP40s. Five GP40 models were acquired by Morrison-Knudson in the late 1980s and rebuilt especially for Tri-Rail.

The F40PHL-2 was designed from GP40 locomotive chassis; it was equipped with the improved EMD Dash 2 electronic system and a HEP generator powering the hauled cars. The bodies of the former BN F45s were cut to fit the GP40 chassis, and external access panels were rearranged to accommodate the smaller body size.
